Starting in 1998, Kimley-Horn provided a variety of on-call engineering services for a period of ten years to the Virginia Port Authority (VPA), including transportation master planning, site planning, pavement assessment and maintenance planning, new pavement design, ITS and safety elements, and electrical design. The contract included projects in all four existing facilities: Norfolk Marine Terminal, Portsmouth Marine Terminal, Newport News Marine Terminal, and Virginia Inland Port (VIP). The firm also provided transportation planning and environmental support for the fifth terminal, the Craney Island Marine Terminal.
