Kimley-Horn created an overall development strategy for a 20-mile segment of US 521 and a 4-mile segment of SC 9 in Lancaster County, South Carolina. The study was a collaborative and transparent process that included local residents, board members, business owners, property owners, and representatives from state agencies, school boards, conservation groups, utility providers, and city, county, and regional planning staff. The study includes economic development initiatives, a general development framework, a transportation strategy, focus area studies, a marketing and branding strategy, and an action plan for implementation.
